In accordance with the National Environmental Policy Act (NEPA), the FAA prepared an Environmental Assessment (EA) to consider the potential environmental impacts of the implementation of the Southern California Metroplex (SoCal Metroplex) project.
Early notice of the FAA’s intent to prepare an EA for the SoCal Metroplex project was issued on January 21, 2014. The Draft EA was released and made available for public review and comment on Wednesday, June 10, 2015. Hard copies of the Draft EA were made available to eight libraries, and digital copies were made available to 40 libraries throughout the General Study Area and on the website. The FAA invited elected officials, tribal representatives, and Study Airport management to an informational briefing on the Draft EA, which was held on June 10, 2015, the same day the Draft EA was released. Eleven public workshops were held throughout the SoCal Metroplex General Study Area between June 16 and July 1, 2015. During the workshops, representatives from the FAA and its Consultant Team were available to answer questions about the project.
Based on numerous requests to extend the comment period by members of the public and elected representatives, the FAA extended the public comment period twice equaling an additional 90 days. The 120 day comment period ended on Thursday, October 8, 2015. Notices for both extensions were distributed electronically via an email “E-Blast” to elected representatives, agencies, Study Airport representatives, and Native American tribes; and a legal notice was published in six English-language and five Spanish-language newspapers. During the Draft EA public comment period, several local, state, and federal elected representatives and Study Airport leadership requested additional briefings by the FAA. The FAA conducted 33 informational briefings with local, state, and federal elected representatives, Study Airport staff, Study Airport noise advisory committees, and planning groups, as requested, between June 10, 2015 and May 13, 2016.
The FAA prepared a Final Environmental Assessment (Final EA). The FAA received just over 4,000 letters that included just over 2,700 comments on the Draft EA. These comments and the responses prepared by the FAA are included in Appendix F to the Final EA. The FAA carefully considered all substantive comments received and evaluated potential adjustments to proposed procedures. The Final EA includes an overview of FAA adjustments in Chapter 3. The FAA issued a Finding of No Significant Impact and Record of Decision (FONSI/ROD) for the Project on August 29, 2016. The FONSI/ROD documents the FAA’s decision to proceed with the preferred alternative detailed in the Final EA.
